Security move a dubious honour
In the aftermath of terrorist attacks in New York and Washington DC on September 11, 2001, the Bush Administration created a huge new unit, the Department of Homeland Security.
Simultaneously, the US Coast Guard, one of America's oldest, smallest and least well-known organisations, was moved into DHS and security became the biggest game in town.
