The European Commission is drafting plans that would reduce shipping carbon dioxide emissions unilaterally if the International Maritime Organization fails to agree an acceptable international strategy next month.

New plan: Europe may go it alone on emissions

While no clear parameters of what could be deemed acceptable have yet been issued, the commission has now voiced a clear preference for the development of an international emissions trading scheme rather than a market-based bunker levy.
