LAST year saw a worrying rise in bulk carriers being detained for serious structural problems, undermining confidence the sector has put behind it the terrible record of the 1990s.

Collapsing world trade and plummeting freight rates had already raised fears that safety could be jeopardised. Repairs that had been deferred during the boom could be further delayed by a lack of funds.
