Statistics are a wonderful tool for governments and their policy wonks eager to demonstrate the effectiveness of their target plans.
But the numbers rarely lie.
At the back-end of a decade of exponential trade growth, the signs are worrying for intermodalism unless the freight industry gets the infrastructure it needs to make multi-modal transport viable, let alone preferable.
