REACTION to a system of regulated penalties for Port Botany has been mixed, but few can complain they did not have sufficient warning of what was about to come.
Sydney Ports Corporation announced last month it would roll-out the penalty scheme from October ahead of full implementation next year.
Threats to regulate the port had been seen by some to have stalled.
